The energy consumption of a building is the most unknown value for the occupant even though the heating costs are the biggest amount of the operating costs. A comparison of the energy costs of different building types was hardly feasible so far because of varying standards to evaluate energy efficiency of buildings.
The new Energy Certificate (Energieausweis) allows residential sellers or landlords to use the energy quality of their buildings as a marketing tool. Capital investment in thermal insulation of the building shell or the heating installation is worthwhile as potential buyers or tenants may judge the energy efficiency of the building already before decision making.
Since 2002 the issue of an Energy Performance Certificate is prescribed for new buildings. From beginning of 2008 on sellers or landlords of existing buildings will have to show the Energy Performance Certificate to potential buyers or tenants.
In Germany the details of the Energy Performance Certificate are defined in the Energy Conservation Regulation EnEV (Energieeinsparverordnung).

A so-called on-site consulting (“Vor-Ort-Beratung”) is financially supported by the Federal Office of Economics and Export Control (BAFA).
